BEFORE YOU VOTE on the Copper Health Purchase
Do You Know all the Implications of the Proposed Plan?
Be FULLY INFORMED so you won’t be surprised later!
The Community has not yet examined or voted on the following projects that the BOD states are needed after the purchase of the Copper Health Building (CH). It will start A BIG BUILD process setting us up for approximately a $10+ million dollar destruction, construction & renovation path. (Note that this even excludes other projects being considered by the Long Range Planning Committee, such as the proposal for a third swimming pool.)
ASSOCIATED PROJECTS being discussed as a result of the CH PURCHASE + their "ESTIMATED" COSTS:
Where will the funds come from in the next 3 to 6-7 years? Yes, we have $12 million in savings, but is this how we want to spend it?
$4.5 million+ to Purchase CH
$2.7 million+ to Renovate CH
$.5 million+ to Raze & Move the Welcome Center
$1.8 million+ to Re-vamp the existing Artisan Center
$1.0 million+ to Prepare Ground & Build 16 Pickle ball Courts with lights, fencing, good surface & sound barriers (or $.5 million+ if 8 courts are built)
TOTAL "ESTIMATED" COST: $10.5 million+ (or $10 million+ if 8 courts are built)
Then figure add'l. utility, maintenance, expanding & moving costs of the library, club spaces & admin. offices, all w/o solar array in the bldg. Plus figure at a min. 2 monitor's salaries (w/o benefits) @ 9 hrs. p/day = $70K+/- p/yr.
QUESTIONS to CONSIDER:
~ Are you okay with these general plans not yet finalized, yet being presented "as likely" by our Leadership?
~ Are you aware that $900K per year may be spent by the BOD on these CH renovations without a resident vote, which could take the project yrs. to complete? But with unanticipated contingencies, future Boards could potentially raise dues by 15% & levy a Special Assessment in the amt. equal to 5% of gross revenues from the prior fiscal year w/o a resident vote?
~ Does the Admin. even need a new building? The Welcome Center has recently been deemed ‘safe & usable', but has a few cracks and may need to be upgraded (they say renovated or even razed) within 10+ years. And shouldn’t the Welcome Center be in the center of our community instead of at the edge across the street from the bank and retail spaces at the Mtn. View Plaza, some still for lease - which we do not control?
~ Does our community really need a full-on total re-development plan in order to stay relevant & meet our upkeep needs? The Admin. & Long Range Planning Committee envisions SCOV as an upscale ‘Resort’ with appropriate amenities. Is that why you moved here and is that what you expect and want? ~ Does the Library need to be expanded with ‘reading areas’ & more spaces? Isn't there a push toward digital?
~ Do we need to totally re-model the Artisan Center in the first place? Do we have a year round need for massive expansion at the tune of an estimated $4.5 to 5 million? It has been noticed that the sign-in procedures at some clubs requires walk-ins who drop things off or pick things up to sign in, as if they are ‘utilizing’ the room. Doesn't this inflate the numbers to rationalize a major re-model? Isn't this a 4 month problem of the snow-birds causing a large $$ burden for all?
~ Have all ideas been considered and evaluated to utilize the spaces we have, to possibly rent space at the Mtn. View Plaza across from the CH, etc., etc. in an effort to meet our ‘needs’ but not over-extend ourselves financially?
~ Are you prepared for a number of years of construction, destruction, and remodeling on our campus? We have already had 2+ yrs. of construction and non-use of the Activity Center. Will you even get to enjoy these additional new changes over the next 5 to 6+ years while you wait for completion of these projects?
~ Do you care about the singles, widows, and lesser income families who have financial challenges living here at this moment in these inflationary times? Is it acceptable and fair to push more HOA dues, assessments and a massive BIG BUILD on them? Will this hardship push them out one at a time when they need neighbors and community to survive and thrive for their well-being? Most financial experts expect a recession beginning as soon as 2023! Shouldn't we be realistically considering our 'needs' vs. our 'wants' and not be 'over-spending'?
~ Do you sincerely believe that our property values will go up or down based on moving amenities around, increasing costs, maintaining or building add'l sq. ft. & adding a few more amenities? Where is the proof this happens?
~ Are you aware that just in the last year (per SCOV Org. Chart for '22-'23) that 1 full time position and 10 part time positions were added to our payroll which equates to approx. 4,754 hours of pay?
